In a move that enhances the regulatory environment and transparency in the sector, His Majesty Sultan Haitham Bin Tariq Al-Muazzam issued a Royal Decree No. (56 / 2026) enacting the new Real Estate Registry Law. This law aims to update the legislative framework for regulating the real estate sector in the Sultanate, replacing the previous system and providing a more modern and efficient basis for real estate transactions.
Yesterday also witnessed the conclusion of the 21st Oman Real Estate, Design, and Construction Exhibition and Conference, achieving remarkable success. The value of investments and agreements signed during the exhibition exceeded 443 million Omani rials, with a large attendance of over 35,000 visitors. Results included signing 6 partnership agreements to develop integrated residential neighborhoods, awarding 4 tenders worth more than 52.8 million rials for projects in Sultan Haitham City and Al Thuraya City, in addition to signing 182 usufruct contracts worth over 37.8 million rials for service and development projects.
On the major investment front, Retal Urban Development Saudi Company announced the signing of an agreement with the Ministry of Housing and Urban Planning to develop an integrated residential community with an estimated value of $830 million (about 318 million Omani rials) in various areas within Sultan Haitham City. The project covers an area of 1.3 million square meters and includes more than 2,000 residential units with commercial components and community facilities, representing a significant direct foreign investment.
In support of integrated tourism projects, Al Arqan-Twil Company signed an operating agreement with Pickalbatros Hotels & Resorts Group to manage the main hotel within the "Nakheel" tourism project in Oman, enhancing the hospitality and entertainment components of the project.
To boost real estate financing, Bank Dhofar participated in the conference, showcased its financing solutions, and signed a strategic agreement with Nama Real Estate Company to finance investors for residential units in Nama District in Izki within the "Sorouh" program, making it easier for citizens and investors to obtain the necessary financing.
The Oman Real Estate Conference 2026 also revealed strong economic indicators, with the development and construction sector contributing 8.38% of GDP and employing 516,000 individuals. Sector transactions reached 2.76 billion Omani rials, with confirmation that every rial spent in this sector generates about 2.5 to 3 rials in other sectors.
Additionally, new quality projects were announced, such as an investment agreement for a mixed-use project worth 18 million rials in Khazaen Economic City, and the "Mysteer Heights" luxury tourism project in Jabal Akhdar with an investment of 300 million rials, highlighting the diversity of investment opportunities in the sector.
What Does This Mean for the Investor or Buyer?
These developments reflect a strong and supportive real estate environment for investment in Oman. The issuance of the new Real Estate Registry Law enhances transparency and legal confidence in freehold and registration processes, reducing risks and increasing market attractiveness. The great success of the Oman Real Estate Exhibition and Conference, and the volume of investments and agreements signed, confirm the existence of tremendous growth opportunities in city development and integrated residential neighborhood projects, providing diverse options for buyers and investors.
Moreover, the significant direct foreign investment from companies such as Retal Saudi, along with banking sector support through financing agreements like Bank Dhofar, provides greater liquidity and broader opportunities for obtaining real estate financing, especially for residential projects within government initiatives. These positive indicators, along with the sector’s significant contribution to the national economy, point to a stable and promising market offering rewarding returns for investors and attractive freehold opportunities for buyers.
Conclusion
It is clear that the real estate sector in the Sultanate of Oman is steadily progressing towards achieving the goals of Oman Vision 2040, supported by modern legislation, massive investments, and strong support from both the public and private sectors. This growing dynamism heralds a prosperous future for the real estate market in the Sultanate.
